Leaks, rumoured specs and embargoed details are risky in short form, because a clip stripped of your 'if this is true' caveat reads as a statement of fact. Questions

I do deep technical explainers. Can those work as thirty second clips?

The clip is the hook, not the whole explanation. A clear definition, a surprising comparison or the one line that reframes the problem sends people to the full episode for the rest.

I cover enterprise and developer tools, not consumer gadgets. Is there a short form audience?

Smaller, but far more specific, which is what you want. A clip about one tool's pricing change or a frustrating default reaches the exact people who use it.

Can I include screen recordings of software in the clips?

Only one video file goes in per episode and framing follows whoever is talking, so a separate screen recording cannot be added. If the software needs to be seen, record it into the episode itself and check the clip on your private page before you post.
